2018 Annual Meeting

The 2018 Kelsey Court Homeowners Association annual meeting will be held Wednesday evening, May 30th, 2018 at 6:45 PM, with registration/proxy validation commencing at 6:00 PM in the ground floor meeting room of the Church of the Brethren, 300 N Montague St, Arlington, VA 22203. This meeting will provide homeowners the best opportunity to comment on the actions by the Board of Directors (BOD) during the past year and to influence the actions to be undertaken in the year ahead. The BOD would welcome your personal attendance at the meeting, and we will be pleased to address any topics/issues you may wish to raise. If you are unable to attend the meeting, we ask that you designate a proxy to cast your vote at the meeting using the attached proxy form.

As agreed upon at last year’s annual meeting, we retained an attorney specializing in real estate and HOA legal issues to review our declarations document which had not be updated since Kelsey Court was established as a legal entity in the early 1990s. Among shared concerns was the growing number of townhomes that are being used as rental units while our governance documentation provided no controls over this issue. Our Attorney, William Marr and his associate Tiago Bezerra, will attend our May 30th meeting to address homeowner question and help the Board collect homeowner views. A daft of our revised declarations has been mailed to each homeowner, and for comparison purposes, a “red-lined” version of the revised document can be accessed using the icon below.

Property Hedge Line-Update!
​
The Board completed remedial work on our new hedge line along the Arlington Blvd access road, addressing winter damage. This new landscaping defines and beautifies our community and discourages curbing pets on our common areas, causing costly damage. PLEASE DON'T WALK THROUGH THESE BUSHES. REMEMBER: USE the public, grassy areas ACROSS THE ACCESS ROAD from our Court to curb your pets, as we work to rehab our yards and decrease our annual pet damage repairs. We keep these areas trimmed for your pet use.

We Fought Fairfax County....and WON!!
Your HOA Board successfully "fought city hall", removing vacuum leaf collection service tax charge from the real estate tax accounts of every Kelsey Court owner. Kelsey Court has never received this County leaf collection service; thus, KC does not owe these taxes. Our efforts resulted in retroactive credits dating to 2013, totaling $7800, meaning every property owner received approximately $300 tax credit on the Fall 2016 real estate tax bill, and will benefit from lower tax annually on future property tax bills!
2018
Annual External Inspections !

The Kelsey Court Homeowners Association Board has finished annual inspections and should be included with your hard copy of the declarations and upcoming annual meeting announcement.
The inspections are made annually to identify exterior maintenance issues due, per our HOA covenants. Reports are being mailed to homeowners, and subject to remediation by SEPTEMBER 30,2018. Usual items are weatherproofing, replacing wood and screen rot, decks, sagging gutters, landscaping or paint/powerwash issues.

Kelsey Court far outshines its similarly aged neighbor communities, largely because we maintain it carefully.
​
Remember, each TH has a maintenance easement behind each unit (approx. 3.5 FT) that must be kept clear and free (gas,electric and cable lines are located just beneath the surface) for service personnel, county inspectors, HOA, etc.

CONTACT US if you need help finding vendors for maintaining the rear of your unit. It must be cleaned & managed by individual owners. We can connect you with the landscaper for bids on cutting back/plantings, etc.

We had a great community block party/BBQ after the meeting, where everyone had fun and met new neighbors.
Your 2018 HOA board meets on site every 30 days to manage business. Owners are welcome, and should check the message board next to mailboxes for info. or if you wish to attend a board meeting.
